Well, they'd have to, wouldn't they? The point of a civil union is that its a state recognized contract. Bypasses all churches entirely. Technically, shouldn't all "marriages" performed by civil servants (judges, ship captains, non-ordained but state sanctioned licensed individuals) be civil unions?
